    So from what I'm getting from this is you are looking to construct something similar to this.

    Now keep in mind I'm no marshal, or experienced weapon maker, but it seems to me that while yes, it would be a perfectly acceptable construction (near as I can tell) I don't see this being used very effectively outside of Melee, unless you put it on a very short haft, in which case it would be a two-handed weapon at best and you would require the appropriate authorization (Though since you are planning on building this thing you probably already have that.) And depending on how long your haft is all you would really need as far as padding is concerned are a couple of thrusting tips on the ends, and 1/2" progressive give between the weapon haft and striking surface. So while good in theory I don't think it would work well in practice.
